小耘律师事务所编撰的《中国特殊经济区域投资指南》一书，于2007年2月15日由世界权威法律专业书籍出版机构－－CCH公司出版发行。《中国特殊经济区域投资指南》（以下简称“《指南》”）是为中、外投资者设计撰写的一本关于中国特殊经济区域内投资的实用而专业的工具指南书。《指南》针对在中国特殊经济区域内的中外投资项目，提供了相适用的税收优惠政策、外汇管理政策、海关监管政策和非税收政府性投资优惠政策的最新的法律、法规和政策信息、相关的评述以及对比分析。

 

    《指南》对国家级特殊经济区域内的税收优惠政策、外汇管理政策、海关监管政策和非税收政府性投资优惠政策作出了横向对比分析；遴选出部分典型的国家级特殊经济区域，对其基本信息、主要运营成本和地方政府优惠政策作出了纵向的比较分析；并以地域性分布为体例，对国家级和地方级具有代表性的特殊经济区域进行详细分析。在此基础上，《指南》还提供了案例诊断性分析，对在实践中经常出现的案情进行分析和评价，并对在中国特殊经济区域设立企业时经常碰到的疑难问题进行了解答。《指南》采取活页书的方式，在现行法律、法规和政策作出重大调整时，小耘律师事务所将会对《指南》进行更新。
